Was Ruto the president of Kenya all the time Kabuga was hiding, was Ruto in charge of the security apparatus such that they could not get Kabuga, what about the time of NARC, Ruto was in opposition and the Government of the day could not arrest Kabuga? Unless you are telling us we have had incompetent presidents who have no control of the country security information such that a mere Member of Parliament for Eldoret North can hide a fugitive without their knowledge. So how did Kabuga fly to France?.
